Arizona Cardinals: Hakeem Butler, WR, Iowa State A Grade
It’s crazy that some thought Hakeem Butler was a first-round prospect. Butler was expected to go late in the second round or early in the third frame, so this is great value for Arizona. Butler has tremendous height, but he fell because there are concerns about his ability to separate, plus he dropped too many passes.
Cincinnati Bengals: Ryan Finley, QB, N.C. State A Grade
The Bengals jumped up six spots, leaping a couple of teams that could take quarterbacks (Raiders, Buccaneers). I thought Finley could’ve easily been chosen in the second round, so this is a great selection. Finley resembles Alex Smith, but with slightly less mobility. He could end up being an average starter, which is exceptional for a fourth-round pick.
New Orleans Saints: Chauncey Gardner-Johnson, S, Florida A+ Grade
There was some chatter that Chauncey Gardner-Johnson could sneak into the opening round, but I always had him mocked in the second frame. Gardner-Johnson is small, but he’s a terrific play-maker. I heard that he fell because he didn’t handle himself well during top-30 visits, but the Saints are getting an exceptional defensive back.

Oakland Raiders: Maxx Crosby, DE, Eastern Michigan A Grade
There are some excellent picks being made atop Round 4, and this is another one. Maxx Crosby could’ve been chosen a whole round earlier than this. He’s a talented edge rusher who happens to be physically gifted. He also has high character marks. He needs to add some bulk, but he has tremendous upside to fill Oakland’s greatest need.
Tampa Bay Buccaneers: Anthony Nelson, DE/DT, Iowa A Grade
No, I’m not just in a good mood. These picks are awesome! The teams here are taking better prospects than those chosen in Round 3. Anthony Nelson could have snuck into Round 2 without much criticism. He was announced as a linebacker, but he looks to be a 3-4 defensive end in Tampa’s new scheme.

New York Giants: Julian Love, CB, Notre Dame A- Grade
This is unbelievable. I’ve never given so many “A” grades in a consecutive sequence. Julian Love is another prospect who could have been chosen a whole round earlier, so I love the value. Love is a nickel cornerback who figures to fill a big need in the Giants’ poor secondary.
Indianapolis Colts: Khari Willis, S, Michigan State B- Grade
Finally, a non-A grade in the fourth round. I don’t think this is a bad pick, however. Khari Willis is a bit small and slow, so I thought he would be chosen around in the fifth or sixth round. However, he’s a sound tackler who happens to be a high-character guy who will give Indianapolis 110 percent.

San Francisco 49ers: Mitch Wishnowsky, P, Utah GENE SMITH Grade
Long ago, Jaguars general manager Gene Smith used a third-round pick on a punter. He passed on Russell Wilson in the process. This is a classic example of why you should never draft a punter prior to the seventh round. This is a wasted pick, and an easy “F.”
Atlanta Falcons: Kendall Sheffield, CB, Ohio State B Grade
Kendall Sheffield is an extremely raw prospect. He has immense upside because of his athleticism, but he’s a project for sure. The Falcons will need to develop him, or he won’t do anything. However, he’s worth the risk here in the fourth round.

Washington Redskins: Bryce Love, RB, Stanford B- Grade
Let this be a cautionary tale for any possible first-round prospect who decides to return to school. Bryce Love could’ve snuck into the opening frame last year. Now, he dropped to the fourth round because of his massive injury concerns. Love is a terrific talent, but I’m not convinced he can stay healthy. The upside is definitely there, but he has an extremely low floor as well.
Baltimore Ravens: Justice Hill, RB, Oklahoma State A+ Grade
We’re back to more great picks! Justice Hill is someone I had pegged at the end of the second round or beginning of the third frame. He’s an explosive running back who can go the distance whenever he touches the ball. I don’t think he can handle a full workload, but that’s not required of running backs nowadays. He’ll likely emerge as an excellent play-maker in Baltimore’s new offense.

Minnesota Vikings: Dru Samia, G, Oklahoma B+ Grade
Dru Samia is someone who could have been chosen a bit earlier than this. I had him slotted at the end of the third round. He doesn’t have good athleticism, but he’s a rock-solid guard who should be able to emerge into the starting lineup at some point in the near future.
Carolina Panthers: Christian Miller, DE/OLB, Alabama A Grade
The Panthers made an excellent pick in the fourth round with Christian Miller. I thought Miller could’ve been chosen a whole round earlier than this, and probably would have if he didn’t have some injury concerns. Miller is not only a dynamic edge rusher, but also a high-character person. He’ll fill a big need for the Panthers in their new 3-4.

Tennessee Titans: Amani Hooker, S/CB/LB, Iowa A- Grade
Amani Hooker provides solid value in the middle of the fourth round, as I thought there was a good chance he could sneak into the back end of Day 2. Hooker is very versatile, as he can play safety, cornerback and even linebacker. He’ll be a nice chess piece for the Titans’ defense.
Detroit Lions: Austin Bryant, DE, Clemson B+ Grade
Austin Bryant was once considered a potential second-round prospect, but he has some injury concerns that caused him to drop. Bryant is also a bit stiff, so I don’t think the upside is there, despite his high production at Clemson. Still, he should be a solid player for the Lions, as Bryant is a high-character prospect.

New England Patriots: Hjalte Froholdt, G, Arkansas B+ Grade
I had Hjalte Froholdt being chosen around this range, so this pick makes sense for the Patriots. Froholdt is an athletic guard, but must develop some strength. The upside is definitely there though, and it wouldn’t surprise me if he emerged as a starter in the near future.
Cleveland Browns: Sheldrick Redwine, S/CB, Miami C Grade
This is a bit early for Sheldrick Redwine. He’s a fast player, but doesn’t really know how to play safety well. He takes poor angles and doesn’t tackle well. He should be a good special-teams player, but he needs lots of development.
Seattle Seahawks: Gary Jennings, WR, West Virginia B Grade
Gary Jennings was excellent at the Senior Bowl, so it’s nice that his performance in Mobile was able to help his draft stock. Jennings needs to improve as a route runner, but he has nice size (6-1, 214) and speed, and he offers Seattle tremendous upside.
New York Jets: Trevon Wesco, TE, West Virginia B Grade
Trevon Wesco is a versatile player who can be used at tight end, H-back and fullback. He makes sense in this range, as I had him pegged as a Round 4-5 player. He doesn’t fill a big need, but he can be used as a decent mismatch weapon.
Pittsburgh Steelers: Benny Snell, RB, Kentucky B Grade
Benny Snell was once slotted in the second round of my mock drafts, but I dropped him because teams had speed concerns about him. However, Snell is a very tough runner who could have a nice NFL career. I think he’s a bit redundant with James Conner, but he’s a fine choice.
Baltimore Ravens: Ben Powers, G, Oklahoma C Grade
Ben Powers is a late-round prospect, who is a bit of a reach here. Powers offers no athleticism or upside at all, but he’s strong and could eventually develop into a starter. He’ll likely be a backup, however.

Seattle Seahawks: Phil Haynes, G, Wake Forest B Grade
This is a better pick than the previous one, which was also used on a guard (Ben Powers.) Phil Haynes has a better chance of emerging as a starter, and not just because Seattle’s offensive line is a mess. He needs to work on his footwork, but he’s a sound, powerful blocker.
Cincinnati Bengals: Renell Wren, DE/DT, Arizona State B Grade
I thought there was a good chance Renell Wren could be chosen in the second round. I ultimately put him in the third frame, so I think he offers great value here. Wren is a bit raw, but he has tremendous athleticism. He also has very high character marks, so he’ll give the Bengals all he has.
Chicago Bears: Riley Ridley, WR, Georgia A+ Grade
This is one of the best picks of the third day of the 2019 NFL Draft thus far. Riley Ridley fell because he didn’t test well at the combine, but who cares? Ridley was a terrific player at Georgia. He’s an awesome route runner, so he profiles as someone who overachieves in the NFL. He should do well in Chicago.

Baltimore Ravens: Iman Marshall, CB/S, USC C- Grade
This is a bit of a reach, as I considered Iman Marshall to be a late-round prospect. He played cornerback at USC, but may have to move to safety in the NFL. He just doesn’t have the speed to stay at cornerback. Baltimore could’ve waited on Marshall.
Dallas Cowboys: Tony Pollard, RB/KR, Memphis C Grade
This is a bit early for Tony Pollard as a running back, as he’s a player who doesn’t do anything particularly well. However, if he can contribute as a kick returner, that gives an added bonus to this selection, which might end up being pretty good. But I don’t have much faith in Pollard as a runner.
Oakland Raiders: Isaiah Johnson, CB, Houston A- Grade
Isaiah Johnson has immense upside because of his size (6-2, 208) and speed combination. He doesn’t have much experience, which is why he’s a fourth-round pick. However, he could have been chosen earlier than this, and I like the Raiders using this pick to gamble on his incredible potential to fill a big need.
Los Angeles Chargers: Drue Tranquill, LB, Notre Dame A- Grade
Drue Tranquill is a rock-solid player, and he offers tons of upside with his great athleticism. The problem with Tranquill is his extensive injury history. If he can do that, he might be able to develop into a starter for the Chargers in a year or two. I like the potential with this choice.
Washington Redskins: Wes Martin, G, Indiana D- Grade
Cue the meme, “Who the fook is that guy?” I don’t have Wes Martin listed in my top 500, and he’s never appeared in a single mock draft of mine. I guess he potentially addresses a need, but this is a major reach for sure.

Seattle Seahawks: Ugo Amadi, CB/S, Oregon A- Grade
Ugo Amadi tested very poorly at the combine, which is why he dropped to the end of the fourth round. It’s possible that the Seahawks could be getting a steal, as Amadi played much better than the times indicate. He’s a smart, tough defensive back who could end up starting at nickel for the Seahawks.
New England Patriots: Jarrett Stidham, QB, Auburn B Grade
I wasn’t a fan of Jarrett Stidham, but that’s when I thought he would be chosen in the third round. I think the fourth frame makes sense for Stidham. He has a great arm and upside, and he also has high character traits. However, he has zero pocket awareness, so he’s a major project. It’ll be interesting to see what Bill Belichick and Josh McDaniels do with him.
Los Angeles Rams: Greg Gaines, DT, Washington B+ Grade
Greg Gaines offers little upside with sub-par testing numbers, but he played better than the analytics indicate. Gaines is a tough, hustling defensive tackle with a great motor. He should be a solid rotational defensive lineman for the Rams moving forward. This is a solid choice.

Atlanta Falcons: John Cominsky, DE, Charleston A Grade
This is a great pick at the end of the fourth round. John Cominsky could’ve been chosen a round earlier than this, but there’s obvious concern with his level of competition. However, Cominsky is a highly athletic player with immense upside. He holds up very well against the run and has the potential to emerge as a potent pass rusher.
Cincinnati Bengals: Michael Jordan, G/C, Ohio State B+ Grade
Michael Jordan was an inconsistent player at Ohio State, looking great at times and awful on other occasions. However, he has good upside and versatility, as he can play both guard and center. He makes sense in this range, and he could end up starting for Cincinnati, given the poor state of its offensive line.
Oakland Raiders: Foster Moreau, TE, LSU B Grade
The Raiders were looking for a replacement for Jared Cook, and here he is. Sort of. Foster Moreau is more of a blocker than a receiver, but he has the athleticism to emerge as a quality pass-catcher. However, he didn’t play very well as a receiver at LSU, though he has high character traits.
Philadelphia Eagles: Shareef Miller, DE, Penn State C Grade
This is a bit early for Shareef Miller. I had him pegged as a Round 5-6 prospect, mocking him at No. 196 to the Jets. Miller isn’t a very good athlete, but he has a nice frame and might be able to develop into a rotational defensive lineman. I’m not very optimistic about his chances, however, and I say this as a Penn State alumnus.
