This is the consensus number one pick and should come at no surprise. The Browns need a playmaker on defence desperately and Garrett looks to be a generational talent.
I've struggled with this pick a lot, since getting a QB would be a reach and many positions on this roster are upgradable. I believe one of their more pressing needs is someone to pair up with Armstead and Buckner.

The Panthers will get some picks for this trade. They signed Julius Peppers and traded Kony Ealy, so they're now old at that position. Barnett will become the future pass rusher of this team.
Whoever ends up playing QB for the Browns will need a legitimate red zone threat. Howard is as talented as they come.
